Violent extremist threats come from a range of groups and individuals, including domestic terrorists and homegrown violent extremists in the United States, as well as international terrorist groups like al-Qaeda and ISIL. Lone offenders or small groups may be radicalized to commit violence at home or attempt to travel overseas to become foreign fighters. The use of the Internet and social media to recruit and radicalize individuals to violence means that conventional approaches are unlikely to identify and disrupt all terrorist plots.

The programme of the Extremists:
- In the Surat Session of the Indian National Congress in of 1907 there was the division group in the congress party - the Extremists and Moderates.
- The extremists wanted to extend the Boycott and Swadeshi Movement to regions outside Bengal and wanted to include all the associations within the Boycott movement and wanted to start a wide mass movement.
The Extremists believed in agitation, strikes and boycotts to fulfill their demands. Some nationalists who were led by Lokmanya Tilak raised their voice against the moderate behaviour of congress against British rule.As the Moderates believed in Prayer and Petition.
