we know that both copper hydroxide and zinc hydroxide are metal hydroxide which means that they are basic. so any kind of acidic solution can practically dissolve it. but ammonia is a good example as it can for a complex with both and hence can dissolve both.

on the other hand zinc hydroxide is amphoteric . so we can use Naoh or sodium hydroxide to make zinc hydroxide form a complex with sodium. copper hydroxide is not amphoteric and hence will not react
