They do this just for fun which they enjoy alot.They might be ill-manered who lack maners.There are many ways through which we can discourage them.First of all give them warning and if they dont listen to you then try to catch them red handed.If they are cought then complain to their parents and ask them to teach manners.

Reason: I think they do it because they are too lazy to go to the dustbin or they just do it for fun.

Ways to discouraging this habit: The class monitor should tell them that it's a bad manner to litter the premises.And the teacher thinks bad of the class because of them.If they still don't stop.Then it should be reported to the class teacher.
