What we mean By :

At least = not less than

At most = not more than

Sana should therefore get :

3≤ x ≤ 6

Meaning she gets 3, 4, 5, or 6

If Sana gets 3, the remaining is 12 chocolates which will be divided equally to the four remaining children.

If Sana gets 4, We will have 11 chocolates to be divided among the four remaining.

If Sana gets 5, we will have 10 chocolates remaining to be divided among the four remaining.

If Sana gets 6 we will have 9 chocolates remaining to be divided among the four remaining children.

Therefore there are 4 ways we can do this.
