This can be explained as:-

By principal of homogeneity, we know only like physical Quantities can be added or subtracted having equal dimensions. This simply abducts two options 1) and 2).

Principal of homogeneity doesn't say anything about quantities when divided or multiplied. So, Two non-identical physical quantities having different dimensions can be divided or multiplied.
