given values are 5x+6y) = 21

and xy = 21

Now going to solution,

25x {}^{2} + 36y {}^{2} \\ = > (5x + 6y) {}^{2} - 60xy \\ = > now \: putting \: the \: values \: \\ = > (21) {}^{2} - 60 \times 21 \\ = > 441 - 1260 \\ = > - 819

I hope that helps you
