Answer: President.

Explanation:

A judge of High Court needs to submit his resignation to President.

Every High Court comprises of a Chief Justice and 15 judges. The number of these judges are defined by the President.

A judge can leave his office through resignation. For this he need to send his resignation to the President. A judge of a High Court can be removed in the same manner as it is done in the case of a judge of the Supreme Court.

The President can remove a judge of high court if the Parliament passes a motion against him through an absolute majority and through the voting process in presence of members by a majority voting of 2/3rd, both the Houses sitting separately.

Hope this helps.
