Because of Newton's first law of motion.
◆If a body at rest will remains at rest unless any other external force applied on it.◆
water was in your hand at rest, you applied force and shake your hands but the water still in the rest that's why water fall down from hand.

Answer ⇒ After a Good meal at a Party, We wash our hands. After washing when we give the acceleration to the hand then the acceleration is imparted to the water molecules.
This acceleration created imparts them to move away from the hand.
Now, Question Arises, that How did this acceleration produced.
Now, the Force acting on the water particles is the centripetal force which gave the rise to the centripetal acceleration.
Also, This may be explained as , The force of the adhesion between the water particles and the hand is not sufficient to transfer the force applied by hand to the particle. So due to inertial force water is removed from the hand.
Hope it helps.
