an ebonite rod held in hand can be charged by rubbing with flannel but a copper rod can not be charged like this . why ?

Ebonite rod is a bad conductor of electricity. So when it is charged by rubbing, the charge stays on the ebonite rod.
The human body and the copper rod, both conduct electricity. So when an attempt is made to charge the copper rod by rubbing, the charge flows from the rod to the earth through the hand.
