When starlight enters our atmosphere it is affected by winds in the atmosphere and by areas with different temperatures and densities.

The stars are a far place from us .We does not see the real position of a star , we see its apparent position. Our atmosphere has different layers due to which the Ray's coming from stars keep on changing.

These changing of rays , we feel like the stars twinkle.
