There sure can be development without overuse of natural resources. Usage of natural resources calls for utmost responsibility. We have to ensure that the resources that we use, aid in the development of the future generations too and is not solely consumed at present.
In any case, over usage of resources cannot sustain development in the long run as the pace of development will come to a halt once the resources are depleted.
