Chalk is a form of calcium carbonate & it remains insoluble in the water.
There is also an inter-molecular attraction between chalk ions & water molecules.
When the chalk is put wet inside the water, after a certain duration the state of chalk changes as it becomes liquid along with tiny powder particles.
This causes the breakage of water molecules in the chalk.
