Definition of heavy rain in mm on an average according to indian meteorological dept

As far as I know  heavy rain is when there is rain of up to 50 mm. This may or may not be in favour of the Indian meteorological dept but during the Chennai floods 25-50 mm was said to be heavy rainfall. Hope this answer helps you out.
