Draw a circle with centre O and radius 4 cm. Take a point A outside the circle such that OA=9 cm

2. Draw the perpendicular bisector of OA and mark the midpoint as M.

3. Taking M as the centre and OM as the radius, draw a circle and let it intersect the original circle at points P and Q.

4. Join P−A and Q−A.

PA and QA are the required tangents.
