take length as 4x and breadth as 3 x

so according to condition

2(4x+3x)=4×21(sides of square is given 21m)

4x+3x=84/2=42

7x=42

x=42/7=6

x=6

so length of rectangle is 4x=4×6=24m

and breadth is 3x=3×6=18m
