explain "an electric cell always maintains its potential difference"

Due to the chemical substance present in the cell , it gets dissociated into ions which always move to create the current ,if current passes through the chemical then they  dissociate and create current so in a cell the current always passes and it maintains a constant potential difference and if chemical force is equal to the charge multiplied with the potential difference then it  have constant V
