I) In Pakistan, General Parvez Musharraf led a military coup in October 1999. Later he changed his designation to President and in 2002 held a referendum in the country that he granted him a five year extension.

II) In Pakistan, elections were held, elected representatives have some powers but the final power rests with military officers and General Parvez Musharraf.

III) This happens in many dictatorship and monarchies.
Hence, under General Parvez Musharraf, the Pakistan can't be called a democratic country.
