Just to clarify, Rocket propulsion does follow the third law of motion. Every action has an equal and opposite reaction. When the liquid or gas is pushed out of the rocket, it pushes the rocket forward. Because as per the first law of motion, an object will always try to conserve its momentum or remain in its state of rest. So when there is a force that pushes the liquid or gas out it pushes back to maintain the state of rest.

So in short rockets, jet packs and jet propulsion engines work on the principle of jet propulsion. Where the gases or liquids expelled results in the forward thrust from those very molecules being expelled.

it works on the principal of conservation of momentum and also on the Newton's third law
