⇒ 16^m ÷ 4^( -2 ) = 16^4

⇒ 16^m x 4^2 = 16^4

⇒ ( 4² )^m = 4^8 ÷ 4^(2 )

⇒ 4^( 2m ) = 4^{ 8 - ( 2 ) }  [ a^m ÷ a^n = a^( m - n ) ]

⇒ 4^( 2m ) = 4^(8 - 2 )

⇒ 4^( 2m ) = 4^( 6 )

As the bases are equal so exponent must be equal.

⇒ 2m = 6

⇒ m = 6 / 2

⇒ m = 3.
