Taking away of power from the Centre and the State and providing it to the local government is called decentralisation. Reasons for decentralisation of power are:  

Transparency: Local people of  region have a better understanding of problems and issues at the local level. Hence, such problems can be rectified efficiently and effectively at the "local level".  

Democratic participation: when decisions are taken at the "local level", people get a chance to participate in them directly. This helps in creating the feeling of democratic participation.  

Responsiveness: With local self governance, it is possible to deal with issues quickly.
