Air is composed of many gases that are heavier than hydrogen. A consequence is that hydrogen floats to the top of the atmosphere and is lost to space. Earth loses 95000 tonnes of hydrogen alone each year. So no, hydrogen is not heavier than air.

The average mass of air is 28.8 gms 22.4 ltrs of volume. Hydrogen has only 7% of the mass of atmospheric air
