When resistors are connected in series the effective resistance willbe maximum and when connected in parallel effective resistance is minimum. ie in the 1st case R=R1+R2 AND IN THE 2ND CASE 1/R=1/R1+1/R2

suppose we are having some current through the circuit element or conductor. If we want to decrease current in the circuit, we add another resistor in series, that increases overall resistance and will reduce the current.
If we want to increase the current in the circuit, then we connect a small resistance in parallel. Then overall resistance reduces, and the current increases.
