The difference between growth and development depends on the context, the jargon in which the terms are being used. Balaji’s answer is excellent with regards to economic growth and development.

In biological systems, growth indicates a quantifiable change in size, whereas development indicates a transformation of structure. So a small caterpillar eats lots of leaves and grows large.
