Because displacement is change in position with respect to time and change in displacement with respect to time is velocity.
Since displacement do not change with time I.e. particle do not change its position means particle is stationary.

=speed
(ii) no it cannot be possible because it cannot be possible that slope(s/t = velocity) keeps increasing but the time does not increase
