because their should be some opposing medium .Their should be at least two forces -one acting one reacting.
for eg-i am pushing a pen then their should be something that makes the pen move like the wall as pen cannot move on its own it is non living. so if horse is applying force then their should be something appling force on the cqrt like man .

for example imagine there is a pen on the table
I applied some force on it to move the pen
as pen is a. non living thing it can't excert it's own force
here by above statement there should be another person to excert same and opposite force for what you have applied
but here no one is here

in the same way when a horse is pulling the cart the horse is excerting some force on the art and here the cart is a non living thing and it can't excert it's own force .only on eforce is acting on the cart
