momentum is product of mass and velocity , so if the object has 0 momentum then either mass or velocity of an object is zero
let's take velocity here if the velocity of an object is zero it means that the object is not in motion and kinetic energy is the energy possessed by the moving body , so it means that it does not have any kinetic energy (but has potential energy) as the object is not in motion
now let's take mass , the rest mass of a photon (a light particle) is zero and it has velocity so except in the case of light , where momentum is zero but kinetic energy is not zero
