This was setup in 1983,where as the report was submitted in 1988.
It proposes 257 issues in which the centre and state should have to maintain the relations.
This was setup by the central government because of the corruption which was happening in tamilnadu while allocating the respective portfolios.
So the main provision provided by this commission was that the appointment of the governor should be made with the consultation of speaker, chief minister and vice president of india
