well I don't think it's correct...the sentence is may be..

the elections were held by absentia people

hi,

it is wrong. because "the elections were held in" after you have to mention the place where it held and the elections were held in the absence of people.
I think it is not correct to use absentia in above sentence.

if absentia refers to place then the elections were held by absentia people.
