Here is the answer you were looking for:
 {625}^{0.16}  \times  {625}^{0.09}  \\

 {625}^{ \frac{16}{100} }  \times  {625}^{ \frac{9}{100} }  \\

Using the identity :

 {a}^{m}  \times  {a}^{n}  =  {a}^{m + n}

 {625}^{ \frac{16 + 9}{100} }  \\  \\  =  {625}^{ \frac{25}{100} }  \\  \\  =  {625}^{  \frac{1}{4}  }  \\  \\  =  ({5}^{4} ) ^{ \frac{1}{4} }  \\  \\  =  {5}^{4 \times  \frac{1}{4} }  \\  \\  = 5
