ANSWER:- " those voices " are the inner voices of his conscience,they "tell" him that if he was not afraid,he would kill the snake

The voices are of narrator's education, conscience and civilization.
Narrator thought that the snake was good and treated it as a guest. He felt a great pleasure to receive it as a guest on his water trough. But at the same time... the voices of his education and civilization made him realise that the snake was poisonous and needed to be killed. Thus, he threw a log over it to kill it.
