concept :- a reducing agent after carrying out reduction is itself oxidised in a chemical reaction. and a oxidizing agent after carrying out oxidation is itself reduced in a chemical reaction.
2F2(g) + 2H2O(l) --->O2(g) + 4H^+(aq) + 4F^-(aq)
3F2(g) + 3H2O(l)---->O3(g) + 6H^+(aq) + 6F^-(aq)
Here , you can see in these reactions, water acts as reducing agent and hence itself gets oxidised to either oxygen(O2) or ozone (O3) . Fluorine acts as an oxidizing agent and hence, itself reduced to F- ion.
