Each oxygen atom has six valence electrons , it requires only two electrons to get stable octet electronic configuration. Both are share each electron and get octet electronic configuration.

Formation of HCl:

Hydrogen and chlorine atoms each one shares one electron to get stable octet electronic configuration.

Formation of\mathrm{Cl}_{2}:

Each chlorine atoms shares one electron to get stable octet electronic configuration.
