 {7}^{3} \div {7}^{x - 2} \: = \: {7}^{7} \\ so \: \: {7}^{3 - (x - 2)} = {7}^{7} \\ comparing \: powers \: of \: 7 \\ from \: both \: sides \\ \: 3 - (x - 2) \: = \: 7 \\ 3 - x + 2 = 7 \\ x = 5 - 7 \\ x = - 2

Power can be equated, if they have a common base.
Like mentioned below, as an example:

 {x}^{y} = {x}^{3} \\ so \: on \: comparing \: powers \\ y = 3
