I think the fixed price is x. So the equation must be x+10y=98.
Similarly, x+15y=143 and x+25y=243.
I checked the values of x and y and they remain constant. But please get this checked with someone else too.

Let the fixed cost be Rs x and fare per km be Rs y
(i) ∴Fare for 10 km:
x+10y
This fare = Rs 98
∴Required equation:
x+10y = 98...(i)
(ii) Fare for 15 km
x+15y = 143
(iii) Fare for 25 km
x+25y = 243
