Answer:

I think it made Bruno confused as he didn't understand his dad was associated with the concentration camps. He merely thought it was a bunch of poor people living. Moreover, this scene wouldn't have been created if the protagonist had been a mature adult as the mature adult's mind would have reacted in other ways like feeling bad and sorry for the people living on the "other side".

This is my point of view, it may differ from others'.
