This para is from The Merchant Of Venice spoken by Portia in Act 1 scene 2 where she describes all her suitors to Nerissa.
Here she speaks about the scottish lord, Falconbridge's neighbour.
I cannot understand this para. Explain.

it means that the Scottish lord loves his neighbor, i.e, the english because he received a blow on his face from him and swore that he would repay when he was able to do so. the Frenchman most probably guaranteed the Scottish lord his friendship and guaranteed that the Scottish lord will repay his debt and the Frenchman signed underneath his name.
