Cabinet minister: member of cabinet; leads a ministry. Minister of state (independent charge): junior minister not reporting to a cabinet minister. Minister of state (MoS): deputy minister reporting to a cabinet minister, usually tasked with a specific responsibility in that ministry.

A Cabinet minister or Union minister is the person who commands utmost authority of the concerned ministry.

He/she is appointed by the President following a consultation with the Prime Minister. When it comes to eligibility, the individual has to be a member of either of the two houses of the Parliament. A Cabinet Minister is treated as the head of a particular ministry such as Education, Health, Home, Foreign, etc.

A Minister of State reports to the Cabinet Minister. To be precise, he/she is the junior member who works in close coordination with a Union Minister to help the latter in meeting national goals pertaining to that Ministry.

Currently Shri Amit Shah heads Ministry of Home Affairs. Since he is the head of a particular ministry, he is a cabinet minister.

Now this ministry has a lot of departments. For e.g, department of internal security, department of jammu and kashmir affairs. Any minister who is incharge of one or more such departments within a ministry is a Minister of State. He is basically an assistant to Cabinet minister.

If this Minister of State directly reports to PM instead of Cabinet Minister, then he/she is called Minister of State of Independent Charge.
