This statement is somewhat true as the trade unions have expanded in various countries of the worked in the last two decades.

These were subjected to economic liberalizations in the year 1991. At this point of time, they had to face a number of oppositions from the governmental and other forms of economy.

Over the last 20 years, they have somewhat become stagnant. There was no effort to help up with unionization.

However, we cannot say that this statement  is wholly due or wholly false, as subsequently a number of efforts have also taken place to increase the number of unions.
