Very often you must have seen traffic police stopping motorists or scooter drivers who drive fast and fine them. Does fine for speeding depend on average speed or instantaneous speed? Explain

Instantaneous speed.

Stopping for 1 hour during a journey does not give you the permission to drive at 100 km/hr for the rest of your journey. (In this case the average speed may be well below limits, but you will still be fined because u drove at 100 km/hr)
