Due to the nucleus of an atom containing protons, which are positively charged particles, if the overall charge of an atom is neutral, or less than that of the sum of the posotive protons, then there must be some other negative charge that cancels out the positive charge. As such, in knowing that electrons are negatively charged, we know that they are present. Also, if the mass of an atom is greater than that of the nucleus, then there must be another particle that contribute sto the over all mass, and this is how we knew that its a particle that is canceling out the positive protons, and not another external force.
