Inert Pair Effect used in relation to the increasing stability of oxidation states that are two less than the group valency for the heavier elements of groups 13, 14, 15 and 16. It basically means that the oxidation state reduces by 2 for elements below which is more stable than the other oxidation states. The reason for this is the inertness of the inner electrons due to poor shielding mostly of the elements which are placed at the bottom of the group
