The difference between a secular state and a theocratic state is as follows -

• The secular state is ruled by a government which believes in the secularism.

But,the theocratic state is ruled by a government which strongly believes in a specific religion.

• The population of the secular state can get a much more relaxed law system because religion doesn't interfere in the law system of a secular state.

But the population of the theocratic state cannot enjoy a relaxed law system because the strong religious beliefs also post influence the law system.

• The people of a secular state can go in the path of their own religious beliefs.

But,the people of a theocratic state are mostly directed towards a specific religious belief.

And many more.
