Find the slope of the line.

\frac{5-2}{3-(-5)}=\frac{3}{8}

Let (x, y) be a point on the line.

Writing the slope in terms of (x, y) and (3, 5),

\frac{y-5}{x-3}=\frac{3}{8} \\ \\ 3(x-3)=8(y-5) \\ \\ 3x-9=8y-40 \\ \\ 3x-8y+31=0 \\ \\ 3x-8y=-31

Hope this may be helpful.
