It was an all-british commission appointed in november,1927 to investigate the need for further constitutional reforms in India.The abscence of Indians in the commission was seen as an insult to the self-respect of the Indians and they decided to boycott the commission at every stage and in every form.

the Indian Commission was a group of seven British members of parliament that you had dispatched doing a 1927 to study the working of constitutional reforms in India and suggest steps to be taken to expand the degree of responsibility Government. It was commonly reffered to as the simon comission named after its chairman sir john simon.
