The causes of the revolt, which became known as Shays Rebellion was money - or the lack of money. The American Revolutionary War had resulted in massive War Debts. The Continental Congress and state governments imposed a Poll tax to pay for the Revolutionary War debts.

Answer:

The Massachusetts policy that required farmers to pay taxes on land, is the right answer.

Explanation:

By the year 1786, the United States was facing severe economic crisis, and states were struggling over concerns of boundary lines and taxes. The economic depression made not only the states but also to common citizens (such as merchants and farmers) in liabilities. Besides, the  Massachusetts policy that required farmers to pay taxes on land made the farmers launch Shay's rebellion. Though the military suppressed the rebellion it exposed the weaknesses of the Confederation government, to Americans.
