Many of the rural poor were dependent on the common land to feed themselves and their families. So when those lands were enclosed they were effectively taken into private ownership, without compensation, and the new owners did not permit any of the previous users to continue using the land.

the effect for the rural poor, who were facing starvation, was to drive them off the land and into the towns where they were easy prey for the mill and factory owners and the others who were taking on cheap employees into their workshops.
