As we know that in a democracy, people are free to choose their representatives and the representatives work for the sake of the people.
A government in which free and fair elections are held after equal intervals of time can be called a democracy.
For a country to be a democracy certain rules and regulations should be followed, for e.g. if in a country elections are held after a regular interval of time but they are not free and fair then, it couldn't be called a democracy.
Thus, in a democracy rulers are elected by the choice of people.
