A unitary system has the highest degree of centralization. In a unitary state, the central government holds all the power. Lower-level governments, if they exist at all, do nothing but implement the policies of the national government

Hey fellow,

A unitary system, gives power to the central government. All decisions are to be made from one single centralized authority. Any lower level government is not in the any kind of authoritative position. It can only implement the polices that are being made by the centralized authority. This power is not shared with any regional governments and certainly not with the people of the state. It is also a type of absolute monarchy system.
