No state can't exist without a government, however a govt can exist without a state

Explanation:

  • Without a constitution, there can be no Govt, however without the Govt the state will exist. A state consists of 4 components to be applied to as a state. Of example, territories in which the people are to reside with a government to create the legislation and the laws to obey and a resource of citizens to be governed externally. However,  without the state, a govt may exist. It's safe to say the govt alone is law. It can stand alone without this element, because this is how it is made.
  • There will be a "lack of rules & regulations" if there would be no govt existing. The "people would be  deprived" of their "rights" & everyone would be working according to their will. "Justice will be denied" to the people & a "chaotic situation" would "prevail" in the "absence of laws".
  • Moreover a state without govt would be know as an "anarchy". The govt. mediates people's conflicts, delivers basic infrastructure such as bridges, healthcare and social security and enforces laws to deter abuse. All of these would not exist in a true anarchy. This is a framework that aims to create "non-hierarchical", "voluntary partnerships" between the members.
