On that morning the school received new orders from the German government / official that was running the German occupied France. Mr Hamel was told to stop immediately teaching French in schools. Everyone was supposed to learn German from then onwards.
So that changed the attitude and behaviour of Mr Hamel. He was soft instead of the usual hard, on the students. He did not ask questions on participles in French. Neither had intention to punish anyone.
Due to the impact of the German order, he did not punish Franz for arriving late to the school.
